An introduction to and discussion of Kathy Evans' proposal for a Care Bank for the children's care system

Children England members are invited to join us for a forum on the proposal for a national Care Bank, which would pay for all placements in the care system, from kinship care to residential care. 

This idea, first published by Kathy in 2015, is a response to systemic issues in care commissioning and procurement, which see Local Authorities struggle to prioritise the needs and wishes of children when making placements because they have so little power in the 'market' of care. The Care Bank, funded from national taxation, would fund all placements according to the decision of the child, supported by their social worker, as to what type of placement was best. 

We believe it's important to discuss and develop ideas for systemic change now that the Care Review is underway.
