This factsheet looks at the potential impact of Part II of the Transparency, Non-Party Campaigning and Trade Union Administration Bill on Children England’s members. The Bill completed Committee stage in the House of Commons on September 11th. Report stage has been scheduled for October 8th. As noted below, the Government has already committed to making some significant amendments at Report stage. Elements of the Bill are also likely to be challenged in the Lords. As such, this should be considered an interim analysis. Children England will produce an updated factsheet once the final wording of the Bill has been confirmed.

The Bill makes significant changes in four areas: the list of activities that count towards spending limits, judging activities on the basis of whether they are ‘for election purposes’ rather than whether they produce ‘election material’, expenditure thresholds and reporting requirements.
